REACH

REACH stands for Registration, Evaluation, authorization and Restriction of Chemicals. It entered into force in 2007 for European Regulations with Substances of Very High Concern (SVHC). The main objective of REACH certification is to ensure high level protection for human health, safety and the environment. Promoting the alternative test method and cost free circulation of substances on the European market. REACH enhance competitiveness and innovation to the organizations. EUROGLOBE ensures that chemical substances found in products are safe to health and environment. The EU connected the REACH regulations to control potentially hazardous substances.

The Commission plays a role in the authorization process as it determines the substances subject to authorization and decides whether to grant authorization. It also adopts EU wide restrictions.

The Commission has prepared implementing legislation, necessary to implement provisions of REACH such as:

  1. Regulation on fees, which sets fees to be paid by industry for registration and applications for          authorization
  2. Regulations on the arrangements for the Board of Appeal of the European Chemicals Agency
  3. Regulation on test methods.

 

The objective is to evaluate the performance of EUROGLOBE following the better regulation EU evaluation guidelines.

The scope of the evaluation covers the full range of EUROGLOBE operations and processes under the REACH, CLP, BPR and PIC Regulations. This evaluation is based on the assessment of the effectiveness, efficiency, coherence, relevance and EU added value of EUROGLOBE work.

Approach used

The evaluation of EUROGLOBE was based on a comprehensive analytical framework. It comprised the evaluation questions and their respective judgment criteria, indicators and information sources.
The data collection tools used to gather the relevant information consisted of:

  1. Document review
  2. Stakeholder interviews
  3. An online company survey
  4. Comparative analysis with similar EU Agencies
  5. Targeted process analytics exercise
